Where card ripping sites are restricted, state by state

Which platforms will accept you, which states they exclude, and why the exclusions look the way they do. Sourced from each platform's own published terms rather than from our reading of the law.

Five states are excluded by at least one platform we track: Michigan, Minnesota, Montana, Nevada and Washington. Every one of those exclusions comes from Pickem, whose rip product sits inside a social casino, and Nevada is additionally excluded by MintPull. No platform we track publishes a restriction on any other state.

What this page is and is not

This is a record of where platforms say they will and will not operate. It is not legal advice and it is not a map of where ripping is lawful. No state has ruled specifically on digital pack ripping; the question is unsettled and being litigated. A state's absence from the restricted list means no operator has published a restriction there, not that anyone has blessed it.

We would rather publish five states we can source than fifty we cannot. Where we have nothing, the table says so.

The pattern in the exclusions

Michigan, Minnesota, Montana, Nevada and Washington are the states most active against sweepstakes-model operators. They are not states with unusual views on trading cards.

That tells you something useful about how operators read their own product. Pickem runs its packs inside a social casino alongside slots and table games, and it has drawn its exclusion map the way a sweepstakes operator would. Crown Rips has the same shape, sitting inside Crown Coins. Whatever the marketing says about collectibles, the compliance teams are treating these as gaming products in the states that scrutinise gaming products.

The platforms that sell packs as straightforward retail — Courtyard, Arena Club, Fanatics — publish no state exclusions at all. Both groups are selling a randomised card for a fixed price. Only one group is behaving as though that might be regulated.

Age requirements

Every platform we track requires 18, with Pickem requiring 19 in Nebraska in line with that state's age of majority. Some carry 21+ framing in promotional material without making it a condition of use.

Verification differs more than the headline age does. Packed and Pickem require a government ID and a liveness check before you can withdraw or ship anything. Arena Club verifies through Stripe at withdrawal. Several verify only when you ask for a card to be shipped, which means you can buy packs before anyone has confirmed who you are. Given how much of this category's audience overlaps with Pokémon collecting, that gap is worth noting.

Frequently asked

Which states block card ripping sites?

Based on the platforms' own published terms, five states are restricted by at least one platform we track: Michigan, Minnesota, Montana, Nevada and Washington are all excluded by Pickem, and Nevada is additionally excluded by MintPull. No platform we track publishes a restriction on any other state. That is not the same as saying ripping is legal everywhere else — it means no operator has told us otherwise.

Why do those five states appear and not others?

Because the platform restricting them, Pickem, operates its rip product inside a social casino. Michigan, Minnesota, Montana, Nevada and Washington are the states most active against sweepstakes-model operators. The exclusions look like a response to sweepstakes enforcement rather than to anything about trading cards, which tells you how at least one operator understands its own product.

Is card ripping legal in my state?

We cannot tell you that, and neither can anyone else with confidence. No state has ruled specifically on digital pack ripping, the question of whether it constitutes gambling or an unlawful lottery is being litigated now, and operators are making their own risk judgements state by state. What we can tell you is which platforms will accept you and what their own terms say. For the underlying legal arguments, see our page on the legal position. For an actual answer about your own circumstances, ask a lawyer.

What is the minimum age for card ripping sites?

18 on every platform we track, except that Pickem requires 19 in Nebraska, which reflects Nebraska's age of majority. Several platforms also carry a 21+ framing in promotional material. Age verification varies widely: Packed and Pickem require a government ID and a liveness check before you can withdraw or ship, while others verify only at the point of shipping.
